Shopping with your SmartCard

The SmartCard looks and operates like a regular debit card and can be used almost anywhere that accepts Visa or eftpos, including shopping online. The SmartCard cannot be used to buy excluded goods and services.

The enhanced Income Management (IM) program has arrangements in place to manage how you can use your SmartCard to shop with a business (merchant) that sells excluded goods and services, or a mixture of excluded and non-excluded goods and service.

A Mixed Merchant is a business that sells both excluded and non-excluded goods. Common examples of excluded goods are alcohol, gambling products, tobacco, pornography and specific gift and prepaid cards. Most Mixed Merchants will be able to accept your SmartCard for some purchases if you are not buying excluded goods and services. Some Mixed Merchants have signed an agreement to accept the SmartCard. These merchants are called Participating Mixed Merchants and are included in the list below.

Most Participating Mixed Merchants contained on the list below are pubs or hotels that will have a dedicated terminal that does not sell excluded goods. At this terminal you can use your SmartCard to purchase food or accommodation. Other Mixed Merchants, like licensed cafés and restaurants, may use other ways to prevent the sale of excluded items and will be able to accept the SmartCard automatically. These Merchants will not appear on the Participating Mixed Merchant List.

Some businesses are blocked from accepting the SmartCard. Businesses that mainly sell excluded goods and services (such as, TABs, casinos, and bottle shops) will automatically be blocked and will not appear in the Blocked Merchant list below. Some businesses have been manually blocked to prevent access to cash and the purchasing of excluded goods or services. Businesses that have been manually blocked are listed in the Blocked Merchant List below.

If you are shopping at a business that you believe does not mainly sell excluded goods or services and isn’t on the blocked list below and your SmartCard is declined, you should contact Services Australia on the SmartCard eIM hotline on 1800 252 604 and they can help explain why your SmartCard may not be working.

Please note: Although BPAY payments to Australia Post are blocked, you can pay bills for other merchants (e.g. utility bills) at Australia Post.
